Locus Architecture partnered with Goodhue County Public Works to design a new picnic pavilion and shoreline restroom facilities at Lake Byllesby Park, a highly visited destination within the county park system. The project encompassed early programming and concept design through construction documentation, bidding support, construction administration, and closeout.
The design responds thoughtfully to the park’s rural setting and evolving recreational role, aligning with the Lake Byllesby Park Master Plan prepared jointly by Goodhue and Dakota Counties. Careful siting and orientation of the new structures support both current use and future expansion, while preserving open views and the natural character of the Cannon River landscape.

The main picnic pavilion serves as the project’s architectural centerpiece. A “floating” roofline frames long, horizontal views across the river valley, reinforcing visitors’ connection to the surrounding landscape. Beneath the roof, an interpretive ceiling graphic illustrates the Cannon River watershed, transforming the pavilion into an educational feature as well as a gathering place. This approach elevates a typically utilitarian park structure into a meaningful civic asset rooted in place and storytelling.

Additional program elements include covered seating areas, a kitchenette, and durable, fully accessible restrooms designed to accommodate high seasonal use and minimize long-term maintenance. Materials and detailing balance longevity with visual warmth, reinforcing the pavilion’s role as a welcoming destination for families, community events, and everyday recreation.
